A neutral scalp is neither dry nor oily. Dandruff can occasionally be a problem, but there aren’t usually any flakes or scalp issues.
A dry scalp is characterized by being itchy and shedding small white flakes. A dry scalp is also prone to allergic reactions, and skin infections like eczema and psoriasis.
